Based on the master plan no. 1/2000 appoved, Hiep Hoa commune will be a ecotourism base by 2010, one of point of Dong nai River Tourist’s Route. Therefore, until-2010 orietation is pointed out, as follows:  1. Economic Program + Agriculture: until-2010 economic structure plans to hit 20 to 30%, in which cultivation makes up 14 to 15%, husbandry 16 to 17%. Tending to drop down rice areas, gradually rise areas of fruits plants, perennials, clean vegetables; encouring models of culturing bonsai and raising pleasure fishes. Livestock breeding should be farm residential regions and prefer to clean breeding methods. Investing and guiding the farmers to reclaim miscellanous garden and tranform  less cost-effective gardens into ones specialzing in fruit plants (at least 50 hectares, which in turn acts as bases for ecotourism development. + Small-sized handicraft: targeting to reach 7% if the until-2010 economic structure, the average production value rises at 8 to 10%; local tradition professions and tourist items are urged to develop. + Trade and Biz: hitting 60 to 80% of the until-2010; the average production value rises by 12 to 14%; services for garden ecotourism are highly encouraged. 2. Other Programs + Investment programs in tourism infrastructure: reparing and upgrading traffic system within the commune, including: Binh Quan bridge, part of Village lane no. 11 to An Hao wharf, An Hao wharf to attract more vistors. + Implementing tourism investment projects: Building amusement and entertainment zone (20 hectares) in Binh Quan, Hoa Quoi; establishing 50 hectare garden in the planned ecotourism in Tam Hoa hamlet and part of Nhat Hoa hamlets (based on detailed master plan no. 1/500); building model of ecotourism covering 100 hectares for entertainment tourism.  + Investment in infrastructure construction: Contructing communication line connecting it to city center and surrounding regions; building internal for tourist programs. Forming tourist points comformable to model of garden ecotourism, tours and in combination with watery and road infrastructure to serve vistors. 3. Social Programs +   Poverty reduction: No any poor families +   Population and Family planning Program: dropping rate of natural population growth by less than 1%. +  Children’s malnutrition control program: Reducing rate of malnutrion children aged zero to 5 by less than 6%. +   Clean water program: 100% of house have clean water supply. +   Rural electrictized program: 100% of households have electric meter +   Socialized traffic program: 50% of internal hamlet lanes will be covered with concrete. +   Cultured family and cultured hamlet: 85 to 90% of total households is recognized as cultures families; cultured hamlet: remaining its honorable name as cultured commune. +   Educational popularization program: continually maintaining anti-illitery movements and highschool pupulization; trying that kindergartens and secondary schools would be certified as national standard ones. +   Healthcare: encouraging 85% of population use hygienic toilet; medical post recognized as a national standard one. +   Employment: Reducing number of the unemployed by 4%.
