1. Industry and Small-sized Handicraft
Industry: Due to ecotourism orientation and traffic frastruture limit, the commune’s industry does not develop.
Small-sized handicraft: mainly mechanic, discard and domestic capentry, etc. 18 establishments with 39 laborers. Total production in 2003 hit VND1.412 billion, making up 100%, rated as follows: Mechanic: 5 establisments with 12 employees, Food Processing: 6 establisments with 10 employees; Domestic Capentry: one establisment with two employees; Cosmetic Chemical: one establisment with one employees; Others: five establisments with 14 employees.
2. Agriculture – Foresty – Aquaculture
Agriculture now plays an important role in the commune’s economic structure.
+ Cultivation: mainly rice, fruit plants and vegetables, total cultivated area reaches 354 hectares, including 280 hectares of rice with production 1,100 tons; 74 hectares of vegetables with average production of 750 tons. Annual total production of cultivation sectors hits VND3.9 billion. Currently 7.5 hectares of fruit palnts has bee transformed and newly planted, mainly grapefruits and durians.
+ Husbandry: mainly pigs and chickens, annual total herd reaches 25,820 aniamals and foultries including 1,700 pigs, 24,000 chickens, 120 cows. Total sales hit VND3.465 billion per year. Now the commune has two large-sized livestock breeding farms.
+ Aqua culture: total water surface ares of lakes and ponds for aquaculture is 32.5 hectares and 40 fish raising rafts, total production hiting 140 tons, 2,2 million breeding fishes, 80 tons of fish raised in rafts. Total sales hit VND1.686 billion per year.
+ Irrigation system: the commune now has two pumping stations serving 40 hectares of crops, the residual areas are irrigated drained by farmers’ pumps.

In general, agricultural production is facing numerous difficulties because of serverity of drought cuasing an increase in production costs;land transfer and trading also badly influences the procdution. However, due to local authority and assocaition’s encouragement, agriculture had developed sustainably and brought bebefits to the farmers.
Domsiticated animal and crop plant structure transformation makes slow progress, especially rice to fruit plant transformation cannot work.mainly miscellaneous garden recalamation (2.5 hectares), increasing specialized farming area by 7,5 hectares; vegetales develop but area for specialized and safevegetables is one hectare (by two households). Safe and unsafe vegetables comparative advantage is not favored eough to draw farmers’ attention.
3. Trade –Tourism - Services
Hiep Hoa Commune owns one small-sized marketplace attractiong 6o shoppers and more than 140 private dealers and 4 limited liability compaies supplying nesecities for local people. Total annual revenue hits VND12 billion.
The main business is based on necessities and fresh foods , in which four models of food service – entertaining fishing run efficiently.
Overall, field of trade and service cannot exploit all its potential yet because of the locals’ long-termed agricultural habit; tourism potentials particularly infrastructure such as guest houses, tourist stops, suppoting services, etc. canot fully develop. However, taking advantage of cool atmostphere and nice landcape along river banks ;and food service – entertaining fishing tend to develop quickl and yield economic benefits.

4. Culture – Sports and Eduction - Healthcare
+ Culture: in 2003, sector of sports and culture propangated in various forms via mass media, hung posters, banners to popularizes state legislation and party’s policies on certain occasions such as Tet festival, Women’s Day, Youth Union Foudation Day, Vietnemese Sports Day, South Vietnam Libration Celebration, May Day and Uncle Ho’s Birth Day anniversary.
The commune and Dong Nai Center for Culture & Sports jointly held the southern ceremony music festiaval for the first time in Nguyen Huu Canh Temple from June 15 to 17, 2003.
In 2003, many movements themed solidarity for local cultured lifestyle were conducted, steering commitee has verified achievements of 3 hamlets no. as a result, Nhi Hoa remains its cultural title, Nhat Hoa was recognized as the cultured one and Tam Hoa is making effort to get recognition till the end of the year.
+ Education: Educational populisation is always fostered. Totalling up those aged 15 to 21, encouraging 22 of them to attend the class. At the same time, the local authority had formed a statement proposing recognition on middle-school popularization and submitted it to the city; as aresult, it was recognized to finish middle-school popularization; remaining an evening- class with 44 trainee; schools and their youth union jontly held the summer activity opening ceremony.
Designing projects, and lauching community learning center in the coomnune, which was participated by more than 360 local who came to seek for learning opportunities and improving knowled and skills so that they could well function and contribute to local socioeconomic development and forming the learing society in the commune. Holding three training course on population ordinance, intructuing parents substitute grage-1 text books, issuing 4000 survey leaflets on people’s learning demand, which acts as a base for the center to design the classes.
Hiep Hoa Primary school was recognized as national standard one by the city and being submitted to the ministry education and training.
The commune’s study encouragement society had a meeting and approved its aopertation plan and commended and rewarded excellent teachers and students, grantedscholarships.
Num ber of kids in each school level: The Kindergartent with four classes incluing 80 kids; the primary school with 23 classes including 800 students; and the secondary school 16 class 645 students.
+ Healthcare: the medical sector vaccinated 6 diseases for children, making up 98% on average. Roughly 400 patients were under monthly examinations and treatments. Becides, the sector in collaboration functional bodies lauched movements on pandemic prevetion, environmental sanitation and foods safety in the schools, restaurants and marketplaces.
Conducting movement of population communication in combination with family planning, with a wide range of forms; encouragning 77% of couples to apply contraceptive methods. Undernourished children rate is 10%, down 1% compared to the target.
Encouraging the people to use clean fresh water; keep environmental saniation, dredge dictches to ease the sewage flow and use hygienic methods of breeding. The commune’s medical posts had one doctors, two physician, one nurse and one midwife.

+ In terms of rual traffic socialization: total expenditure hit VND503.7 million, accounting for 251% of the planned target, paying VND 38.651million to the national treasury, the people contributed VND465.049 million to following construction works:

Encouraging public tp be part in raral traffic socialization, raising fund for the socialization, maintaining all pathroads and making the cleaner, coopeating with the city to build up the village lane no. 11, bridge and drain for Thanh Binh dam under the planning project of ecotourism, making newly Binh Xuong road, covering THanh Hung cluster road with concrete.
+ In terms of capital contruction: in collaboration with functional organs to construct and make use of Hiep Hoa Secondary School in the 2003-2004 school-year , with total cost of VND7 billion funded by the provincial department of eduation and training and communal detachment agent. Hiep Hoa Kindergarten worth more than VND2 billion and Hiep Hoa Medical Post started being contructed and planned to complete in eaerlier 2004. At the same time Nhi Hoa hamlet office was under contruction, and locations for Nhat Hoa and Tam Hoa offices were suggested being built. The commune work with the city’s project managing board to complete project details of construction Hiep Hoa marketplace.
