Socio-Economic Situation:
In recent years, the commune’s small-scaled and handicraft industry has developed gradually and has gained some certain achievements. Currently, there are more than 15 ceramic businesses (5 limited companies, 3 private enterprises and 7 production establishments), yearly attracting over 153 workers.
The commune’s industrial strength is exploitation and production of building materials with main products such as rocks, sand, bricks and pottery products … yet this production has been affecting the environment. Therefore, the city has invested in construction of centralized industrial cluster at the commune which focuses on producing building materials and at the same time removed pollution-causing factories off the city in order to reduce pollution in urban areas. Establishment and development of industrial clusters will help boost economic growth and steer the economic structure industrially.
2. Agriculture – Forestry - Fishery
Tan Hanh commune has recently converted some areas of agricultural land into non-agricultural land, leading to a decrease in agricultural land area so the growth rate of farming has been limited.
In 2008, the total farming area across the commune is 210 hectares and revenues hit over VND21bil
Farming: in 2008, output values totally reached more than VND14bil. Tan Hanh has a rather strong agriculture compared to other communes in the city. However, the building and development of the city has been narrowing agricultural land.
Breeding:
As the people’s committee of Bien Hoa city required that breeding of cattle and poultry across the city should be stopped, the people’s committee of Tan Hanh commune has directed its hamlets to comply with these regulations. Meanwhile, the aquaculture sector tends to develop strongly. A number of households have invested in breeding fish, especially young fish and anabas. This kind of model has brought rather high revenues so it should be expanded
In general, Tan Hanh has a potential for development of industrial and trade services, between which ceramics and production of building materials are the strongest. However, this kind of industry has imposed a great influence on the ecological environment (transportation of soil, sand and building materials pollutes the air and the water).
3. Trade - service
The finish of Bui Huu Nghia Street has facilitated commercial and service-related activities to develop. There are currently over 200 establishments, which earn VND42bil in 2008. However, the development mainly lies on small and food services.
Besides, there is also a Tan Hanh temporary market with an area of around 0.16 hectare, meeting the demand for exchanging goods for the commune’s residents. However, this is just a short-term solution to avoid trading in the street that can obstruct the traffic. In the coming time, a new market will be built with a proper scale. The commune has drawn up the planning of a centralized market.
In general, trade and service-related activities have not had opportunities to develop as strongly as they can because the residents get used to living on agriculture. The potential ecological tourism has not been exploited well, especially infrastructure to serve tourism such as motels, support service and so on

4. Culture, sports, education and public health
Culture: the commune has not had a stadium and a central cultural house to date. However, sports and music activities have been organized, motivating sports movements in the commune’s hamlets and organizations.
The movement “the whole people together build a cultural lifestyle” is greatly paid attention. 85 percent of households meet the standards for cultural families. Hamlets no.2, 3 and 4 uphold the title “cultural hamlet’ and hamlet no.1 has been recognized as the cultural hamlet. Sports and physical training activities have attracted a great number of people.
Education: educational quality is better and better years after years. The rate of children having to go to school reaches 100 percent. The commune has currently one primary school and one kindergarten with 23 classrooms including 1 crèche, 7 classrooms for nursery and 15 ones for primary education. There are also three classes of affection and community learning centre, meeting the demand for teaching and learning regarding primary and nursery education. Teachers’ qualification as well as educational equipment has been gradually improved, keeping up with the requirements of today’s education. Moreover, the commune has founded the study encouragement association and the community-learning centre.
However, the commune has not had a junior high school to date to some of secondary students have to go to schools as far as neighboring communes. With the growth rate like today, the educational needs should be focused; schools should be invested, upgraded and newly built to maintain and improve the teaching and learning quality.
Public health: there is a health station on Bui Huu Nghia Street, meet the demand for initial treatment and vaccination in accordance with the national public health program. Public health staff is qualified enough. The health station has doctors on duty around the clocks and facilities are gradually upgraded to suit this kind of work.
Besides, a network of freelance health staff has been established, which facilitates the popularization and implementation of national public health programs and control of epidemic diseases. The health station has been recognized to meet the national standard in 2008 and it has upheld this achievement to date.
5. Public works:
Traffic: the traffic system across the commune includes road traffic and waterway as follows:
Road traffic: mainly focuses on Bui Huu Nghia Stree and Pham Van Dieu Street, both of which are important routes in the commune as well in the city to connect Binh Duong Province. Because Bui Huu Nghia Street has just been upgraded and expanded, it is able to make a good contribution to socio-economic development. Pham Van Dieu Street leading to pottery industrial cluster is being invested so it cannot contribute as much as it can.
The other traffic works are mainly pathway and a connection between routes to create a convenient circulation is not available. Although investment in upgrading and expanding routes in residential areas has been paid attention (the period from 2001 to 2008 saw 4,400 meters of internal roads upgraded), the rate of investment is still limited. Therefore, the city needs to prioritize financial support from the budget to better the traffic system in the commune and in turn well exploit land potential and socio-economic development potentials.
Waterway: lying on Dong Nai River’s Bank and ditches (Ong Tiep Ditch, Lai Bong Ditch...) and running deep in the commune so waterway develops rather strongly. Majority of large means of transportation gather on Dong Nai River in order to transport building materials like rocks, sand, bricks, ceramics and so on. This has considerably boosted production and business in the commune.
Capital construction: In recent years, some key works have been built to meet the demand for working such as offices in hamlet No.1, 3 and 4.
